Flag State OIM License Requirements

  • The Liberia Maritime Authority (LISCR) issues OIM Certificates of Competency in accordance with international offshore safety and management standards. Applicants must provide:

    · Valid national CoC for OIM or Master (STCW II/2) or must test for Liberian OIM Exam (IMO Res A-28-Res.1079)

    · Basic Training (STCW)

    · Advance Firefighting (STCW)

    · Advanced First Aid Provider (STCW)

    · Medical Care Person (Waived if Medic aboard) (STCW)

    · Proficient In Survival Craft (A-28-Res. 1079 or STCW)

    · MOU Stability (IADC)

    · Well Control (IADC)

    · Security Awareness (STCW) or Designated Security Duties or Ship Security Officer

    · Note: Some trainings can be attained by submitting OPITO approved certificates. Other courses can be submitted and will be accepted on a case-by-case basis. Certificates must be valid and completed within the last 5 years.

    · Additional Requirements include:

    o Sea service

    o Medical valid within 2 years (STCW or OGUK or OEUK)

    o Valid Passport

  • The Panama Maritime Authority (AMP) offers OIM licensing for qualified mariners and offshore professionals who operate under the Panamanian flag. Panama requires:

    · OIM – Fixed Platform

    o Valid Passport

    o Color photo

    o Valid Medical within 2 years (STCW or OGUK or OEUK)

    o Employment Letter, or Experience Letter in the requested position, or Title (CoC)

    o Basic Training (STCW) or Offshore Training Recognized by offshore industry (Must be OPITO approved).

    o Proficiency in survival craft and rescue boats other than fast rescue boats.

    o OIM course completion certificate approved by a recognized maritime authority

    · OIM MODU

    o Valid Passport

    o Color photo

    o Valid Medical within 2 years (STCW or OGUK or OEUK)

    o Employment Letter, or Experience Letter in the requested position, or Title (CoC)

    o Basic Training (STCW) or Offshore Training Recognized by offshore industry (Must be OPITO approved).

    o Proficiency in survival craft and rescue boats other than fast rescue boats.

  • The Republic of the Marshall Islands (RMI) Maritime Administrator (IRI) is known for its rigorous standards for offshore management personnel. Applicants for an OIM License from the Marshall Islands must submit:

    · Must be registered or contracted to a Marshall Islands vessel

    · Valid Passport

    · Medical Valid within 2 years (STCW or OGUK or OEUK)

    · Color photo

    · 1 calendar year as a BS or 3 calendar years in an Officer’s capacity on a MOU; and

    A valid National CoC as OIM; or

    A training certificate for OIM from an acceptable facility; or

    An unlimited Master’s CoC

    · MOU Stability Course Certificate

    If holding CoC officer position may apply service on column stabilized MOU as evidence of the stability requirement as follows:

    1. BCO and BS – 2 calendar years’ experience on column stabilized MOUs as an officer

    2. OIM – 3 calendar years’ experience on column stabilized MOUS as an officer

    · Well Control Training (Blowout Prevention) for driller or toolpusher position.

    Note: An OIM being assigned to a non-drilling unit is not required to provide evidence of well-cap training. Such will be noted as a limitation on the certificate that is issued.

    · Valid PSCR/Lifeboatman/Coxswain certificate

    · Valid BOSIET or FOET or Basic Safety Training (STCW VI/1)

    · Valid Advanced Firefighting

    · Valid Security Awareness or Designated Security Duties or Ship Security Officer
